The curses on as a general rule, planned by G.od for the cases where the human justice cannot intervene, for lack of proofs or because the misdeed is carried out in secret.
A part of tribes will then have to rise on the Mount Ebal, the other one on the Mount Garizimafin to proclaim the curses there which they call on themselves in case of failure to respect the Torah, and the blessings from which they will benefit when they obey God.
