Hé is the letter of the breath of life. This is the mode of communication between the different levels of the soul, gathering the five principles (Hé has a value of 5): Nefesh, Ruach, Neshamah, H'ayah, Yeh'idah.
The word Hé, appears in Genesis (47:23) to mean "here" in the sense of giving "here (Hé) you seed." However, Hé can also be used as a cry of joy or triumph, expressing a release of breath. Thus the verse in Genesis may very well be translated as "Hé you for the seed."
